Road Policing for Road Safety: Technical Manual for Building Global Enforcement Capacity
Global Road Safety Partnership is pleased to share a major new resource from the WHO Regional Office for Europe — a comprehensive technical manual designed to strengthen Road Policing and Enforcement (RPE) worldwide. GRSP acknowledges the enormous effort of Jonathon Passmore of WHO and Soames Job in producing the manual.
This evidence‑based manual provides practical guidance for:
- Police and gendarmerie
- The judiciary
- Policy-makers road safety professionals, and
- NGOs and the private sector.
RPE plays a critical role in saving lives, yet remains severely under-resourced, especially in low- and middle-income countries. This manual addresses that gap by covering:
- All major behavioural risk factors
- All categories of road users
- The full road policing chain — from legislation and detection to penalties, data systems and governance
- Intelligence-led, evidence-based approaches to deter high-risk behaviours and prevent criminal use of the road network.
Structured in easy-to-use modules, it supports capacity building, implementation, monitoring and continuous improvement, helping countries reduce deaths and injuries on their roads.
