Job Purpose

The primary purpose of this job is to effectively and efficiently manage a large global programme, known as the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) that aims to reduce deaths and serious injuries as a result of road crashes in selected countries.

The 2020 – 2025 BIGRS programme builds on the previous Bloomberg Philanthropies funded programmes and involves three key activities, namely;

  • An advocacy and grants progamme (operating in up to fifteen countries primarily in Latin America, Asia and Africa.
  • A road policing capacity building programme (operating in up to fifteen large cities in Asia and Africa).
  • Road safety related leadership courses run jointly with the Johns Hopkins University International Injury Research Unit.

The job also requires providing leadership, direction and expert road safety advice for the GRSP, providing strategic and practical support to the CEO as requested and acting as the CEO as required.

Job Duties and Responsibilities

Acting Chief Executive responsibilities

  • To act as the CEO and relieve as required and perform the duties of;
  • Representing the CEO in external and internal meetings;
  • Replacing the CEO during absences and managing day to day GRSP business;
  • Liaising with IFRC Departments, including Finance, HR, Procurement, Legal and IT on issues that arise.

BIGRS Programme Leadership

  • To be accountable to the GRSP CEO for the overall management and implementation of the BIRGS programme.
  • To provide professional and technical leadership within GRSP, and at the global level in the field of road safety.
  • Develop global annual plans for the BIRGS, including objectives and key performance indicators (KPIs), timelines, communication plans, monitoring and evaluation activities in order to contribute to reducing deaths and serious injuries on the worlds’ roads.
  • To provide leadership and direction for GRSP staff and specialist consultants in order to work towards achieving the overall strategic objectives of GRSP and the annual operating plans of the BIGRS.
  • To oversee the management of GRSP’s delivery of the BIGRS grant making, capacity building and road policing activities – in line with the objectives and KPIs set down by the Donor.
  • To utilise the people and funds allocated to the BIGRS programme efficiently and effectively and in line with IFRC values and policies.
  • To ensure effective communication within the GRSP team and other relevant stakeholders to enhance operational effectiveness, share information and to inform future work within the BIGRS.
  • Provide leadership on significant GRSP internal projects and contribute to the development and delivery of the global annual plans and strategic objectives of the GRSP.
  • To act as a professional leader in the field of road safety, road policing and road safety advocacy, to share good practices both within the GRSP and in countries where GRSP is involved.
  • To develop, motivate and set performance objectives for staff working on the BIGRS in order to meet broader GRSP objectives, to support a culture of continuous improvement, and provide high quality support to National Societies and GRSP members.
  • To lead on relationship building and collaboration internally and externally with key partners working on the BIGRS, GRSP members, donors and Red Cross/Red Crescent National Societies.
  • To plan, manage and monitor available resources in the BIGRS in order to deliver the agreed activities.

Job Duties and Responsibilities (continued)

GRSP Leadership Team

  • Serves on the GRSP Leadership Team and, in that capacity, assists in setting the strategic direction of the GRSP and addressing on-going management issues.
  • Under the direction of the CEO, liaises with GRSP members and provides technical input and guidance to them in order to achieve their global and national-level road safety objectives.
  • Contributes to ensuring GRSP compliance with requisite IFRC policies, procedures and systems.
  • Leads staff development initiatives in specific technical areas.
  • Under the direction of the CEO, serves as a senior representative to a variety of external partner representatives from National Societies, civil society organisations, UN agencies, academics, the media, donors and potential donors.
  • Contributes to the conceptual design and facilitation of annual GRSP member events, including the Annual General Meeting, Executive and Steering Committee meetings.
  • Contributes technical expertise to the development of relevant publications and programme materials for GRSP and looks to link programme delivery to the achievement of the UN Sustainable Development Goals.

Education

Required

  • Post Graduate degree in a field directly related to Road Safety (for example: Engineering, Education, Enforcement, Psychology, Evaluation, Advocacy).

Experience

Required

  • A minimum of 10 years working in the field of road safety at a state, regional, national or international level.
  • Strategic road safety programme development and implementation experience at a state, regional, national, or global level.
  • Demonstrated ability to work collaboratively with an extensive array of local and internationally based partners.
  • Demonstrated ability to provide leadership for complex and multi-faceted road safety programme teams across a state, region, country or internationally and work successfully within diverse cultures, languages, and countries.
  • Extensive experience managing large and complex budgets.
  • Demonstrated experience speaking with authority about road safety on the global stage and compelling understanding of contemporary global road safety issues.
  • Demonstrated ability to travel frequently to a wide variety of countries including challenging low- and middle-income locations and maintain personal resilience and focus.

Knowledge, Skills and Language

Required

  • Can strategically provide oversight of the planning and implementation of a multi country road safety programme.
  • Has specialist skills to oversee capacity building programmes in relation to road safety management; advocacy for road safety policies/legislation and road policing.
  • Demonstrated ability to effectively lead staff and manage their professional development.
  • Demonstrates a capacity to manage complex international educational programme delivery in partnership with an academic institution.
  • Fluently spoken and written English.

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic).

Comments

The Global Road Safety Partnership (GRSP)  is a hosted programme of the IFRC and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and GRSP are headquartered in Geneva, Switzerland.  The GRSP has full time staff based in Geneva, Kuala Lumpur and Budapest and a cadre of globally based consultants.  The aim of the GRSP’s work is to reduce death and serious injuries as a result of road crashes with a focus on low- and middle-income countries.

According to the World Health Organization (WHO), road traffic injuries claim more than 1.35 million lives each year and result in approximately 50 million injuries.  Low and middle-income countries are disproportionately negatively affected.  Globally, road traffic deaths are the leading cause of death among young people aged 5 to 29 years and can cost governments between 3 and 5% of GDP.  Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this global pandemic. GRSP’s work includes:

  • Carrying out a variety of member and non-member funded road safety projects and research throughout the world but focused primarily in Africa, Asia and Latin America.
  • Managing a Road Safety Grants Programme that supports civil society and Red Cross/Red Crescent National Societies to strengthen legislation and policies that impact on road safety.
  • Undertaking projects in low- and middle- income countries to reduce road crash deaths and serious injuries.
  • Running road policing capacity building and training programmes in multiple cities and countries.
  • In conjunction with Johns Hopkins University International Injury Research Unit, running Global Road Safety and Road Policing Leadership programmes.

GRSP’s work is funded by members, donors and development banks with two philanthropies contributing to two large programmes, namely;

– Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) – funded by Bloomberg Philanthropies.
– Botnar Child Road Safety Challenge (BCRSC) – funded by Fondation Botnar.

GRSP’s work specifically contributes to meeting the United Nations Sustainable Development Goals (SDG) 3.6 – “By 2030, halve the number of global deaths and injuries from road traffic crashes” and 11.2 – “By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons.” GRSP also contributes to meeting the broader SDG sustainability agenda.
