Country Summary

The year 2010 marked the entry of the Global Road Safety Partnership in Mexico. Together with international and local partners, initiatives were established as part of Road Safety in 10 Countries (RS-10) a project funded by Bloomberg Philanthropies.

Activities by the Partnership in the cities of Guadalajara and Léon built on work initiated by IMESEVI (Mexican Road Safety Initiative), funded by Bloomberg Philanthropies’ first road safety initiative which began in Mexico in 2007. All partners agreed to continue focusing on the risk factors of drinking and driving as well as seat-belts and child restraints. The Global Road Safety Partnership’s role is to lead the delivery of capacity-building workshops on risk-factors, social marketing, as well as enforcement.

In total, two five-day programmes were conducted with 94 participants from the responsible police forces in the two target cities. The training focused on prevention of drinking and driving, and it was delivered by the prestigious Spanish training institution, Academia de la Agrupación de Tráfico de la Guardia Civil (Academy of the Civil Guard).

Additionally, four Mexican police trainers, two from each city, were sponsored to attend an extensive police training at the Academy in Merida, Spain, thus certifying them by perhaps the most advanced traffic police force in the Spanish-speaking world. Cooperation with the Spanish Guardia Civil was made possible through the generous cooperation of the Dirección General de Tráfico (DGT), Spain’s lead road safety agency.

The work conducted by the Global Road Safety Partnership in 2010 has created a solid foundation for future activities in Mexico. In 2011, the Global Road Safety Partnership plans to continue support for training of traffic police as well as community-safety officers in the two cities through further capacity building workshops.
